What conditions must I meet?

Access to the occupation of road transport operator is governed by a European regulation together with Act No. 56/2012 Z. z. on Road Transport and rests on four conditions: an effective and stable establishment, good repute, financial standing and professional competence provided by a transport manager. Each must be demonstrated by specific documents, where most errors tend to arise.

Who can be a transport manager?

A person with a certificate of professional competence who effectively and continuously manages the company's transport activities and has a genuine link to it — a statutory representative, employee or, subject to statutory conditions, a contracted external transport manager serving a limited number of companies and vehicles. Merely 'borrowing' a certificate without actual performance is the most common source of inspection problems.

How is financial standing demonstrated?

Through capital and reserves at levels determined by the number of vehicles, with a base amount for the first vehicle and a lower amount for each additional vehicle. Financial statements are normally used, although the law permits alternatives. We calculate the exact amounts for your fleet during the eligibility review under the current legislation.

Do I need a Community licence for journeys to the Czech Republic?

For international carriage of goods for hire or reward, a Community licence is generally required for vehicles or combinations of vehicles exceeding 2.5 tonnes. Own-account carriage that meets the statutory conditions and other exemptions are subject to a different regime; passenger transport is assessed separately. If you need a licence, a certified copy must be carried in the vehicle. How long do proceedings take?

With a complete application, the authority decides within the statutory administrative time limits, generally a matter of weeks. Preparation of the documents determines the actual duration and, with good cooperation, takes several weeks. Checking eligibility in advance helps prevent proceedings from stalling on a request for additional information.
